Samson:  What is america doing with seventy billion dollars of frozen iraqi money?

According to the latest estimates, about $ 70 billion of Iraq’s money is frozen in a bank account called the “Federal Reserve” in New York, and it cannot be released or part of it except as Washington deems appropriate and in accordance with the conditions set by the White House.

The establishment of this account or the establishment of the reserve bank dates back to 2003 and to Resolution 2483 and as a result of many years in which Iraqi oil revenues accumulated, which were supposed to be transferred to Baghdad, but they were transferred to this bank and this account, and it was liberating a very small part of these funds according to What the White House sees is that it was spent on public expenditures, such as salaries of government employees or public expenditures, and this is precisely one of the main reasons behind the stopping of the reconstruction of Iraq during the past seventeen years.

Regardless of the benefits and profits arising from the funds that have been frozen over the past seventeen years and the ambiguity surrounding the method of inventorying the money, profits and interest, but from a passing look, one can see why the United States insists on not withdrawing from Iraq and keeping the situation in this country as it is.

However, the painful issue in this regard is that the Iraqi Prime Minister, Mustafa Al-Kazemi, during his recent visit to the United States, asked that you loan him $ 5 billion, which Washington refused! Instead, she agreed to give him $ 13 billion, gradually, on the condition that she spend on the things that she determines!

According to some sources, the United States is seeking to establish and form a bloc in the Iraqi parliament that is fully linked to it, regardless of the number of members of this bloc and who will belong to it and what are their advantages, and whether the US administration will succeed in that or not? The aforementioned informed sources believe that until now the roles have been divided in this regard and the UAE is supposed to play the role of paying the costs of forming this bloc, and if the UAE abandoned funding for the establishment and formation of the bloc, it would not be unlikely that the United States would finance it from the frozen funds of Iraq. The United States has seized control of two Iraqi news websites, which it says were unlawfully utilized by Kata’ib Hizballah, a Specially Designated National and a Foreign Terrorist Organization.

In a statement, the US Department of Justice said:

The United States has seized “Aletejahtv.com” and “Aletejahtv.org,” two websites, which were unlawfully utilized by Kata’ib Hizballah, a Specially Designated National and a Foreign Terrorist Organization.

“Once again we see designated foreign terrorist organizations turning to the internet to push their message and recruit followers for their violent causes,” said John Demers, Assistant Attorney General for National Security.  “We will continue to fight terror recruitment and propaganda efforts in the digital world, as we do elsewhere.”

“Our system of commerce and our infrastructure, whether physical or electronic, is to be used by lawfully,” said U.S. Attorney Byung J. “BJay” Pak for the Northern District of Georgia.  “We will not allow groups that have been rightfully prohibited from obtaining goods and services in the United States to use our internet services – especially to further their terrorist agenda.  This seizure underscores national collaboration and a commitment to protecting our commerce and infrastructure.”

“The District of Arizona is home to many successful technology companies whose goods and services are capable of being used by individuals across the world,” said U.S. Attorney Michael Bailey for the District of Arizona.  “We will not allow members of terrorist organizations to illegally use those goods and services to further their propaganda and agenda.”

“The National Security of the United States is, and will always be, the top priority for the Bureau of Industry and Security’s Office of Export Enforcement.  Attempts to surreptitiously utilize U.S. based online networks and services to promote Iran backed terrorist propaganda will immediately be disrupted, disabled, and seized,” said P. Lee Smith, Performing the Non-exclusive Functions and Duties of the Assistant Secretary for Export Enforcement at the Department of Commerce.  “The Bureau of Industry and Security is committed to ensuring the stability of the Iraqi government and protecting our troops and Allied Forces against terrorist acts of violence”

On July 2, 2009, the U.S. Secretary of Treasury designated Kata’ib Hizballah, an Iran-backed terrorist group active in Iraq, as a Specially Designated National for committing, directing, supporting, and posing a significant risk of committing acts of violence against Coalition and Iraqi Security Forces.  On the same day, the U.S. Department of State designated Kata’ib Hizballah as a Foreign Terrorist Organization for committing or posing a significant risk of committing acts of terrorism.

“Aletejahtv.com” and “Aletejahtv.org,” acted as Kata’ib Hizballah’s media arm and published internet communications such as videos, articles, and photographs.  These communications included numerous articles designed to further Kata’ib Hizballah’s agenda, particularly destabilizing Iraq and recruiting others to join their cause.  They also functioned as a live online television broadcast channel, “Al-etejah TV.”  Portions of the communications expressly noted that they were published by Kata’ib Hizballah.

Federal law prohibits designated entities like Kata’ib Hizballah from obtaining or utilizing goods or services, including website and domain services, in the United States without a license from the Office of Foreign Assets Control.  “Aletejahtv.com” and “Aletejahtv.org” are domain names that are owned and operated by a United States company based in Scottsdale, Arizona.  Kata’ib Hizballah did not obtain a license from the Office of Foreign Assets Control prior to utilizing the domain names.

On August 31, 2020, pursuant to a seizure warrant, the United States seized “Aletejahtv.com” and “Aletejahtv.org.”  Visitors to the site received the following message:

This seizure was investigated by the Department of Commerce, Bureau of Industry and Security.

Assistant U.S. Attorneys from the Northern District of Georgia, Assistant U.S. Attorneys from the District of Arizona, and trial lawyers from the Department of Justice National Security Division prosecuted the seizure.  LINK

Samson:  After the National Day .. A new law in Iraq to reduce a month of holidays

Sunday, the Iraqi Minister of Culture, Hassan Nazim announced his ministry’s intention to submit a draft law on “official holidays,” indicating that the total in the country reaches a full month, which negatively affects various sectors.

The ministry said, in a statement received by Shafaq News Agency, that “the Minister of Culture, Tourism and Antiquities, Hassan Nazim, received today, in his official office, a member of Parliament, Hussein Fayez, to discuss the draft law on public holidays and the Iraqi National Day.”

According to the statement, Nazem spoke at the beginning of the meeting about “the existence of a large number of holidays that negatively affect several sectors in the country,” indicating that “the largest part of them are related to religious occasions, as the total holidays coinciding with this occasion reach about a full month.”

“The ministry is now working on writing a project for official holidays, in consultation with many cultural and academic elites and a number of other officials,” he added. “The project will be submitted after writing it to the Council of Ministers and then referred to Parliament.”

For his part, according to the statement, the deputy expressed his support for choosing the third of October as a national holiday for Iraq, indicating that “Iraq has become on this day an independent state.” He stressed the necessity of legislating a law for public holidays to serve state institutions and the economic, educational and service sectors.

The Iraqi government had approved the Ministry of Culture’s proposal to choose the date of its independence and salvation from the British Mandate on October 3, 1932, as a national day for the country to be celebrated annually.  LINK

Allawi reveals to Parliament the reason for the delay in submitting the economic reform paper

The Minister of Finance, Ali Allawi, revealed, on Tuesday, the reason for the delay in submitting the economic reform paper.

“The reform paper will be submitted to the three presidencies and the relevant committees at the end of this month, and we seek to stop the doors of wasting public money at all levels, and this will be included in the economic reform paper,” Allawi said during his hosting of the parliament session currently being held.

He added, “The reason for the government’s delay in not sending the government reform paper to Parliament was that the domestic and foreign borrowing law was not completed to fill the fiscal deficit for the year 2020.” He pointed out, “The government has spent all the money for internal borrowing, and foreign borrowing will not be done until now.”  LINK

This is not coming from a member of parliament but from Allawi himself. “The reason for the government’s delay in not sending the government reform paper to Parliament was that the domestic and foreign borrowing law was not completed to fill the fiscal deficit for the year 2020.” And ” “The reform paper will be submitted to the three presidencies and the relevant committees at the end of this month. So the White paper has not been sent yet. But the 2020 budget is supposed to be brought in to parliament next week per articles posted today.
