[via PDK] [What is the HCL law in Iraq everyone has been talking about?] The HCL/article 140 is one of the things that should bring comfort to everybody. This is the sharing of taxes, revenues, oil…with the Kurdish region. This has been a sticking point for the RV I am told… They have been busy pounding this out over the parliamentary break. I have always been told that we will be within hours of going once they finalize the HCL. And we are so close.
